EAR834 Clone No DC voltage to the DC 285

Hi Everyone, I am working on a build, and everything is wired. I tested the power on the AC 230- 380V without the tubes in it. I got 300V DC, like the video shows. I then add the tubes, and I get nothing. I also don't get anything when I test the DC285V. I then check the measurements for the choke, and I get 70V, which seems very high for a Hammond 154E that has a max of 20V. Any ideas where I may have gone wrong?

Ground one lead and the start looking for DC, first on each side of the choke and then on the other large resistors and try to see where the voltage disappears.
